Sky Express, Basic Element sign memorandum, could form single operator
INTERFAX

Russia's Sky Express and Oleg Deripaska's Basic Element (BasEl) have signed a strategic partnership memorandum that could result in them forming a new airline, a source close to the negotiations told Interfax. The new operator would bolster air services and tourism in the Krasnodar territory and contribute to setting up an aviation hub there, the source said. OJSC Kuban Airlines says in materials that its shareholders will vote on a supplementary share issue on August 30. "This could be used as means for legally completing the potential deal," the source said.

Russian industrial conglomerate Basic Element and budget operator SkyExpress have signed a memorandum of understanding to combine their aviation assets. Sources familiar with the matter say the MoU does not mention the Krasnodar-based regional carrier Kuban Airlines, which constitutes the core of Basic Element's aviation interests. "This makes to believe that SkyExpress is supposed to be a brand-leader of the intended alliance," suggests the source, adding that the two sides are working out unified standards ahead of launching a streamlined operation jointly.

Tom Zaitsev, Air Transport Intelligence news

Aeroflot and several Russian carriers are engaged in a public spat over the controversial regulation governing access to international non-scheduled services. Last week aviation authority Rosaviatsia ruled that charter applicants must agree their services with designated carriers that conduct regular flights on the routes in question. This followed complaints by Aeroflot which claimed that other airlines infringed its rights as a designated carrier on a number of popular routes.

Air Transport Intelligence news Tom Zaitsev

Russian low-fare airline SkyExpress is studying whether turning to cross-border charter services will help lift revenues and counter soaring fuel costs. Such a step would be a sharp deviation from the carrier's stated policy of operating scheduled domestic flights. Speaking at this week’s Russia and CIS Airfinance Conference in Moscow, SkyExpress managing director Marina Bukalova said fuel costs per flight hour had risen by almost a quarter over the past two months and by 85% since May last year.

SkyExpress facing resistance from poor Russian mobility
Air Transport Intelligence news. David Kaminski-Morrow

Russian budget carrier SkyExpress believes lack of population mobility is among the greatest obstacles in its battle to establish a solid low-fare presence in the country. SkyExpress started domestic services from Moscow Vnukovo Airport in January last year and its preparing to take delivery of its tenth Boeing 737 aircraft. But speaking at the Institute of Economic Affairs’ Low Cost Air Transport Summit in London, SkyExpress’ Maxim Poberezhnik admitted the carrier was struggling with load factors of 65-70% on a number of routes, far below a target of around 85%.
